First you'll need to uncheck "Enable phishing and malware protection" in advanced settings, if you're using chrome.
I think for internet explorer it's in the setting's advanced tab for "check for publisher certificate revocation" and "check for server certificate revocation" and "check for certificates on download
programs" you have to each uncheck those for it to download your file properly. It's unsigned. most mods are.
You need Kingdoms to play this, here's the link for the install:

If you have a problem with TWcenter you can use this link (download folder, not .exe file):

Make sure it's installed into your "mods" folder in your medieval 2 directory and that it's in a folder named "retrofit".
Ignore the launcher it makes on your desktop, just simply create a shortcut of your medieval.exe file and put this at the end of what's in the target "--features.mod=mods/retrofit --io.file_first" without quotes
If you have Steam, you will need to trick it into believing you have "kingdoms" by copying your medieval2.exe file and renaming it kingdoms.exe
So it should read: "C:\Program Files (x86)\Steam\SteamApps\common\Medieval II Total War\medieval2.exe" --features.mod=mods/retrofit --io.file_first
